This paper deals with, power and hierarchy structures in enforcement contexts and attempts be explained by sexual violence in prisons. First, an overview of bureaucratic procedures in the Austrian penal system is given. For example, the decision process how an inmate gets assigned to a certain prison. Taking care of the inmates as well as an overview of the prisons in Austria are then presented. Sociological concepts such as groups, resulting from group-dynamic aspects hierarchies and power relations, norms and social structures are defined and associated with the enforcement context. The definition of the term sexuality and their differentiated investigation is followed by a presentation on sexual neglect in prisons. And possible preventive measures, such as long-term visits are offered. To work out the aspect of sexual violence, first general violence in prisons is described and illustrated with examples. Finally, the task of social work is outlined and discussed in more detail on the subject of prevention.
