This work deals with the research question: "What are the challenges and opportunities which provides e-government at the local level for municipalities in connection with the public participation aspect is" Austria is a country of regional diversity. Just rural areas, however, are still affected by a significant migration toward the larger metropolitan areas. New technologies in the management can support the competitiveness of rural areas. The paper examines the implementation of the implementation of the eGovernment strategy of Austria and its impact especially on small communities between 1,000 and 2,000 inhabitants. With the help of qualitative expert interviews the field of "e-government" is analyzed. One of the key research findings are the close mutual relationship between Austrian Commons and the European Union.
