The concept of Safer Use and the challenges for Social Work in the context of drug policies
The following thesis examines the concept of Safer Use and the challenges for Social Work in drug related low threshold treatment programmes. The first parts of the thesis analyze the changes that have been made in drug work, away from the abstinence model to the current acceptance-oriented model. Furthermore, Safer Use programmes in German speaking countries are explained. Germany and Swizerland provide very innovative help systems following the aim of harm reduction. Nevertheless, there are still challenges social work has to cope with. However, in Austria it has not yet been possible to introduce similar institutions. The main part of the thesis analyzes the Austrian help system and its implementation. Finally, the last part focuses on social work and how the enviroment of drug policies creates challenges that social work has to face. These difficulties, which result from social work‘s double mandate, and the clients‘ points of view should provide a diversified perspective of the problems in drug work.
